NEW DELHI: Anna Hazare's indefinite fast demanding a strong anti-graft legislation could have forced the Planning Commission to give attention on governance and delivery system, as the planners gave one full chapter on governance that has a section on corruption in the Approach Paper to the 12th Five-Year Plan'.

The approach paper says, "Measures should be taken to set up new institutions like the Lokpal and Lokayukta, which should investigate complaints of corruption and file cases against those against whom a prima facie case is made out."

This is perhaps for the first time that corruption is being serious note of by planners in preparation of a five-year plan and ways are being suggested to tackle the menace which has agitated the country.

The Plan panel argued for setting up institutions like Lokpal and Lokayuktas to deal with the menace.

"It is important that these new institutions (Lokpal and Lokayuktas) should function independently, fairly and be accountable," said the Approach Paper.

It was argued that such anti-graft institutions could be supported by special courts which must take quick decisions on cases of corruption to ensure effective and quick punishment that can acts as a deterrent for corrupt.

PM chaired the meeting of the full Planning Commission which cleared the approach paper for the 12th plan that strives to achieve an average 9-9.2% growth during the five-year period and focus on infrastructure, agriculture, power, health and education.

The commission emphasized on simplified procedures for delivery of public services, and introducing greater transparency in public procurement processes and allocation of scarce national resources to fight corruption.

The paper said, "As far as procurement processes are concerned, an expert committee on the subject has recommended enactment of a Public Procurement Act. This is in line with international practice in many countries and should be implemented."

Planning commission deputy chairman Montek Singh Ahluwalia said, "One entire chapter is on governance."
